Pamphlet on the Soldiers' Voting bill of 1864, with instructions from the Secretary of State. The Soldiers' Voting Bill allowed serving soldiers to vote by proxy in elections in New York State. This was an important issue in the presidential election that year, as the military overwhelmingly supported Lincoln and the Republican Party. Very Good. Item #59-3180
